I think this being true is very likely. This post was very out of place with all of his others. Seems like this was the type of post you’d expect on his personal... but he wanted it to fade in the background of business because he knew we would catch it.

Don't feel too bad. I was like a lot of others and speculated what the blackout could be. It just took a bit of cogitating to realize it wouldn't be something to drastically impact the regular citizens. Power wouldn't be cut in the middle of winter because people would freeze. Phones still needed to operate for loved ones to talk to each other especially during lockdowns. Plus, if someone needed a 911 ambulance during a phone blackout, ouch. One of Q's main themes was that the people would be safe. It was the government cronies who were in trouble.
We don't know how the Chinese would counter. Seeding blackout as a general term was strategic

My personal assumption (no proof, just hunch) is that Pompeo is acting as a mouthpiece to us. He may be telling us that moves are being made even though they aren't publicly known and reported. Perhaps Chris Miller issued an instruction to the NG troops and Pompeo is confirming that this instruction has been given.
