No, he wasn't entirely clear on that but after re-reafing it, I get what he meant. Trump signed an EO detailing who takes over what in the event that people in those current roles are incapacitated, removed, or otherwise unable to perform their duties. Monkey was simply saying there is a clear and immediate line of succession for Haspel, Wray, and others thanks to that EO

I can't verify the date this happened but the first I saw this video was the date it was uploaded. Everyone has masks and coats on so I don't think it's a random video from an earlier time period, but since it's live leak and there's no other context I can't be sure.
