This is quite a mystery to me. I'm imagining it to mean that the actual functionality of the NSA is radically different from what is publicly disclosed, hence the NSA we "know" about does not really exist. Anyone have any speculation?

What would the law say about a person with clearances discussing the CIA? Anybody can talk about clowns though.
For the longest time officials denied that the NSA even existed. It kind of came into the public consciousness in the mid 90's.
I've always understood it to be because of its secrecy.

Dated an NSA operative in the late 80s. They were intercepting Russian comms. Spooky stuff.
When I was a kid, the NSA's very existence was top secret. We only know about it because of some leaks 20 years ago.
It was never intended to be public knowledge. And no one really knows what theh actually do.
I think it's been around a while, Richard Marcinko(former SEAL) used the "no such agency" term in his rogue warrior books over 20 yrs ago.
