It's pretty clear what the strategy is, IMO. The Trump/white hats are going to make every effort to avoid a civil war. They are going to do that by doing the following:
1). Allow the Biden administration to demonstrate to America what they are really all about. The shit they are passing does NOT have wide support from Dems. I think many are horrified about some of the crap they are seeing these people do.
2). Declass gets trickled out so that people have enough time to absorb it.
3). I wouldn't be surprised to start seeing some lower level arrests that will serve to do the same thing.
4) We'll start seeing proof of voter/election fraud start being acknowledged through various legal actions (like AZ forensic audit of the machines, for instance)
So it all serves to build awareness by the normies of what is really going on so that when the big arrests happen, the Deep state is incapable of twisting the narrative into a Military Coup or a Trump Coup. When their polls finally show that a XX% of Americans are wise to the steal and to the rot/corruption in our gov't, then their plans can proceed in earnest.
That's just an opinion based on logic and what I've seen play out to date.
