Your only other alternative is to extrapolate how a medicine/dosage would work, and that has not worked out well in the past, so now the recommendation has changed to allow medical trials on children before a medicine is used on ALL children. Again, this is in logical world where something is really believed to be safe and you're not expecting problems, not clown world.
