They don't need to regrow. The closed buds can sit near the ground and easily miss the mower blades, then sprout upwards and open hours after mowing. I've seen them flower the same day that I've mowed. They grow fast. Like ... weeds.
Not here in VA they pop right back up. Especially if the blades didn't cut but just knocked them down.
Even without the dandelions, that lawn (wherever it is) looks like crap....

Actually the Whitehouse grounds still are kept very nice. It is the Lafayette Park and the ellipse outside the Whitehouse that looks like crap. PenguinSix just did a story on this exact topic.

FWIW it IS a dump and was in much better shape before people started "peacefully protesting" and the whole area got fenced off.
