Much easier to legally scour people when they are within government. You sign so many documents giving them permission for security that it opens you up far more than a civilian. Legally at least.

I remember one of the first pressers when Trump presented his covid team and an annoying reporter asked Trump why he had fired Dr Fauci. I’m right here, a small man hardly visible on the stage said.
A lot of noise about this man, I thought, yet they don’t seem to know what he loooks like. Trump putting him upfront for a reason. Maybe there was an intentional leak about him getting fired to stir up the press and put the spotlight on him.
