To me, if you see Trump as an insider, it means he is expecting the value of the dollar to crash (or further devalue). The loan of 1.2 billion dollar is going to become cheaper when the value of the dollar drops. He just needs to park the 1.2 billion dollar in other assets that inflate in value to combat currency devaluation
The other possibility is that he needs the money or needs it to fund an operation... which could be possible too.
