The recent 2020 e-mail dump was from a freedom of information request. These older ones I believe came from wiki-leaks.
FOIA - Freedom Of iInformation Act - I'm not sure who applied and got it though. I heard a news station but not sure.
FOIA Zerohedge I believe, after they got banned off Twatter. I may be wrong tho so check.
