It’s definitely honey boo boo. I typed in “Anderson cooper honey boo boo” and there’s a ton. I found a picture of him with that very cut out, much clearer.

More importantly is the photo itself. Look at the angle. Why would AC360 allow a photo of him looking over his docs. And from about 24" above the floor. I suggest the photo was take with the camera in a laptop. By White Hats.
There are a couple other Q photos which are taken from the same angle with others, though I don't recall them specifically. Oh, and some of the Hunter pics are similar in appearance. And the one of BJ Clinton getting the massage from the buxom blonde. All appear to have been camera hacks.
