I can't speak to the content of that book, but you simply need to update your political status to "American State National/Citizen" as well as send some documentation to the Secretary of State and then you'll no longer have to pay "income taxes" as a wrongly identified "US Citizen" (which converts you to a federal employee). It's all been worked out by Anna Von Reitz and several dozen other researchers and historians in this field the past 5-10 years.
The Constitution was cast aside after the Civil War, that's how they get away with a clearly unconstitutional "income tax". It should only apply to federal employees once you understand the deception.
