Less hours means less sales, which is also less hours for employees.

They are but big businesses like that will cut labor to save some money and use profits from others to keep them afloat.
I know for a fact McDonald's does this. The stores in super unpopulated areas operate at a loss. However, this still let's people get their McDonald's so they stay a lifelong customer. The stores in busy areas make a killing and that subsidizes the rest.
My company does something similar. We make baby formula and some special stuff for the premies and what not. We operate on a loss there BUT the babies we help with that will end up being on our regular formula for the duration, and that's where our profit comes from.
There's really no way to catch the organized shop-lifting teams in large retail stores, which doesn't have enough staff on the floor to identify them quickly enough. Several of the thieves spread out in the store, communicating by phones. When they're ready to take off with their booty, one member will distract the sales person. Frequently, if someone is fleet of foot, he/she will just grab an armload of merchandise and run out, usually to a car which is waiting outside. They have wire-cutters and de-magnitizers for the security tags. Every time the store has a new security innovation, the thieves find a new way to out-smart it.
Catches at the door. Choke point, videonm surveille them, if they don't pay, bust em at the doors.
Muh racism. Muh lack of economic investment, Muh no options for lower end neighborhoods.
