This quote is out of context. He was talking about military equipment. The sentence before this was that the military got all brand new equipment, then he corrected himself in the next sentence saying or it (equipment) is coming soon.

What context would you like it in? It's not like he can just come out and say "The military is going to step in and put an end to this and nothing can blah blah blah".
I'm inclined to agree with the OP regardless of the context of delivery. The words used were carefully chosen and it was not really about equipment.

Why would anyone stop equipment? No one would. He was just using that to cover , without outright saying "military is coming!"

I believe he'd know because he approved the orders before he left office, it takes a while to build the equipment and the next usurper wasn't able to cancel the orders like they stopped southern border wall construction.
