Partially correct, the Spanish Explorers of 1700s recorded large wild fires in Southern California. The native tribes that lived in SoCal used to use controlled fires around their villages in the foothills to clear out space so their villages wouldn't burn. Fire season is part of the natural ecosystem here. We need better forest management in California.
Exactly, I grew up in Ontario, Ca in 50's, 60's and came back a few years in 70's! Fires always started during Santa Ana Winds because of careless smokers! I sure don't miss California!
Well, lightning starts a lot of fires too, but So Cal has plenty of arsonists. In fact, the arson division stakes out prime fire starting areas and has caught culprits that way. There are also fires caused from encampments and the ubiquitous butt flickers.
Most of the fires that start in SoCal are from aged, dysfunctional power supply infrastructure. The Santa Ana winds pick up, people use more A/C, the transformers get overworked, short, catch on fire, then burn themselves off the pole and land on the ground in an area that's supposed to be clear of brush...but it usually isn't, and POOF the origin of a forest fire.
It wouldn't surprise me if the "arsonists" were just patsies so the power companies wouldn't have to take the blame. They can't get away with that now because the system is that controls the infrastructure is far more complex now than it used to be and contains far more data and records. So now, just like PG&E did, they just threaten raise the rates if they get sued so we can pay for their screw ups.
I've seen a transformer on a pole catch fire after a nearby lightning strike. It burned for quite some time but luckily didn't fall or set fire to the surrounding brush.
So, yes, it can happen. (But that doesn't mean that it did happen in CA.)

SOME may start from downed lines, but fires have been breaking out simultaneously up and down the state EVERY TIME THE WIND BLOWS
It's also now happening in Oregon where no powerlines are present, only ROADS that create access into forested areas.
