The vaccine was not conducted on a random sampling of the public population. Certain groups of individuals where excluded from the trial. This means, for instance, no-one who smoked, vaped, or had asthma had the vaccine tested on them. thus the test only tells us the vaccine is 'safe' for people not in the exclusion groups. Those in the groups, never had the vaccine tested on people 'like them'.
example, if you only test something on adults, you can't then give it to kids, unless they are also tested. so if you are a smoker, vaper, already had covid, or have asthma, you don't take the vax, it was never tested on those in your exclusion group. If anyone questions this, 'the vaccine wasn't tested on people with my medical condition'
That is how clinical studies work. Many here have no idea what you’re talking about. All studies are designed this way, data collected and presented to regulators. Then the drug is approved or not and you negotiate the label.

I foresee this being much the same as mask mandates. Even though there are medical exemptions for those the law will arrest you anyways.

Another way of saying this (which might sound "official") is:
The FDA approval is LIMITED to non-excluded people. It is not approved for excluded people, which are those with a variety of conditions for which Pfizer could not and did not test the safety or effectiveness.
If you are in an excluded category, then the FDA approval does not apply to you.
Never in my life have I had to justify, to anyone, why I don't want a vaccine. I don't want it. That's all you get. I don't need an exception from the manufacturer.

Not if you carry the regulation (not a law) around with you like I did. But I was never challenged, so I don't know how that would have gone.
If it says YOU are not included in the group, then there is no grounds to take action against you.
Based on that I'm glad to be a smoker. I'll have to put off quitting once again.
