Wound care saline solution comes in a pressurized can and stays sterile at room temperature (contact lens saline is bad to nebulize... it has preservatives. Wound wash does not.) An insulin syringe is otc (you may have to sign a register) and each "unit" is 0.01cc, making an easy measurement in the nebulizer cup. 3ml saline to 3 units hydrogen peroxide is a conservative dilution. Bad dilution is dangerous, but proper dilution is not difficult.

Bad dilution may be dangerous, but proper dilution is not difficult. This nebulized treatment absolutely saved me last year, and was available on many reputable websites (Dr Brownstein, Dr Mercola, testimonials by patients on YouTube, and many others) which were consistently attacked and censored over the last year.
This needs to be stressed: this is a therapy for trained professionals to administer. Hydrogen peroxide is highly corrosive, and the margins for error are slim. There are other therapies much more safe for home use.
