One thing that doesn’t make sense here is every person in this scenario knows Milley has no direct authority. Why would you go to a figure head if you really wanted to get something like this done? The people he talked to in the chain of command would know that. The CCP officials would also know Milley has no direct authority over the military.
Then the source of all of this is a Woodward book. So you know the goal here is to make President Trump look bad. Is it possible Milley was/is being set up to give everyone else plausible deniability? They can say they knew he didn’t have direct authority, they were just venting to a colleague. And then claim they had no idea he would take it this far. But the fact that a “good guy” like Milley did tells you how dangerous the situation was.
