My opinion is that it's fake. Assuming that this water can repair DNA, the problem is the intelligence needed to repair something correctly. Your DNA is different from mine, and within one person's DNA are countless variations. The intelligence to direct the repair is far more important than the mechanics. Concentrating on whether this is the right fix or not, is concentrating on the wrong issue, imo. And it sounds fake.
Nobody knows everything, save God. Even if it looks false to me, it may simply be a different side of the solution. God can heal everything on earth, and so that healing will have some sort of physical manifestation, which us mortals obviously don't recognize today. But I think our understanding of how it all works is still way too primitive, and my belief is merely a personal bias.
