Sounds like he's saying he already made good on all his campaign promises and is backing out. Making it appear as though he is not quitting defeated, it that he already delivered.
He says he already gave power back to the people, but LOL right now we are more oppressed then ever in history except for slavery. Right now the govt is getting more tyrannical and not allowing you to even chooses if you're going to wear a mask or have an experimental medical procedure (which Trump is taking pride in).
That does not seem like power has been handed back to the people from the guy who stole the election and is doing everything that we the people DONT want.
