Honestly there isn't a reason for "cheap foreign labor" anymore, other than political corruption of course. I might get some hate here, but with technological advancements, the USA should be able to automate nearly every level of manufacturing, thus cutting out nearly every bit of labor and replacing it with cheap(er) electricity costs. I know some will crap on this idea because "it takes away jobs", but it would also help us to be less reliant on other nations.
Beyond that, if we scale things appropriately, there WILL be more jobs created, just less per location. Instead of a thousand workers at a single manufacturing plant, those thousand workers would be spread out over 20 plants, all making the same amount of product.
In other words, with the level of technology we have now, it's more than possible to not only bring back manufacturing jobs, but return the USA to the manufacturing global powerhouse we were during the WW1-WW2 era where we were the largest exporter in the world.

we need to become independent. that doesn't mean we have to close ourselves off from the rest of the world. We just shouldn't rely on them.
