This reads more complicated than a Tom Clancy novel. The inner web of deceit needs to be exposed and taken down. This article exposes it, and now we need new people with the right authority to take it down.
Enter stage left: Trump.
The FBI is the mafia. I have to wonder if it's the whole agency, or just certain sectors? Is it the top tier that is rotten that makes all of the lower level agents do the dirty work? The law of averages has me believing that there are probably some very good people that work for the Bureau, but lately, when we see their involvement in anything, its often shrouded in manufactured chaos, bullying, false information and extortion. Who on Earth would ever strive for a career with the FBI? I have to wonder what day 1 job orientation is like.....

I have to believe that most of the street-level FBI agents are honest and hard-working. Contrary to the FBI corruption that we have witnessed lately, they take the same oath that I took when entering the military to support and defend the Constitution of the United States against all enemies, foreign and domestic. The bad actors have renounced that oath.
Having said that, the high level corruption is such that the FBI can't continue as it is now. The leadership will probably have to be stripped away and the troops absorbed into some other Federal Investigative branch.
An the lower levels may not be or may not have been aware of dirty dealing when they signed on

Putin would have preferred dealing with HRC as he already had Uranium 1 in place, and had a thick dossier on all things Clinton. They’re predictably venal. (anything for a crooked buck). GEOTUS was an unknown quantity.
