Handguns are illegal for teens to possess. There isn't one State in the Union that allows handguns to be owned by anyone under 21.
They allow possession at 18 in most cases, but no concealment until 21.

This is a story about a teen driving a crotch rocket, who in rush hour traffic decided to drive between cars.
He was zooming in and out of cars when a man in a truck, unknowingly changed lanes and cut the kid off.
The kid rode his bike a couple of car lengths up, stopped and parked his bike in the middle of a busy freeway.
He then walked back to the truck driver and pulled a gun with the intent of shooting the driver.
The driver yelled to the teen to put his gun down, at which point the truck driver pulled is own firearm.
They exchanged fire, all during rush hour traffic, the teen was killed.
This clearly was a case of someone thinking they had the entitlement of not having to obey the law and civilized society rules.
He paid for this ignorance with his life. A fair exchange.
