Good stuff... But I know Graham is somewhat compromised due to the fact he's been in politics so long and apparently is friendly with Huma and Hillary.
My guess is he made a deal.

Graham was good friends with McStain who must have also taken a deal because he still got a positive public send off. Needless to say the fact that he is still here would agree with your theory.
