Devolution changes everything. I need to read more but I understand it's a scaled down or minimized form of government. It's like when you run Windows in safemode. You have less functionality but it's more stable.
When you are running Windows in safe mode, only protected system processes are running. It's not necessarily about being more stable, but rather allowing to isolate the broken or infected processes.
If we are likening our government to Windows safe mode and saying it's "more stable" then we are in an even worse place, since Windows is generally about as stable as a guy with Parkinson's on a raft.
Additionally, the key point is that those broken processes are removed from the lineup and prevented from starting on their own; We see that our government is still being run with tyranny in mind.
