Somebody on twitter pointed out that the FBI flew in HRT, which is tier 1 domestic law enforcement. Normally local SWAT would handle it with federal backup if needed. That indicates he was definitely on the FBI's radar.
Houston has a HNT that is called up to Austin and Dallas on occasion. I've seen the marked ghost trucks on occasion out of town. If this had been any other case, and Dallas SWAT really felt they weren't equipped for it Houston would have been the first call before FBI HRT.
Dallas P.D. could have more than handled that. Biden labeled it a terrorist incident, that let the fbi in.
And correct, Houston would have rolled up there.
