Per the WEF's response, wouldn't this imply that most FOIAs are vexatious? It would seem these are rarely requested under cordial terms. Usually the party with the pending FOIA request tends to be up to something nefarious and would be on the defensive, therefore apt to claim they are being annoyed/ harassed for info. I am often amazed we have seen the information that we have been privy to with most of the recent FOIA results. Klaus is a louse.
The WEF is a private corporation (Foundation/NGO) which I think is incorporated under the Sovereign Entity we call the United Nations. I'm not 100% sure which sovereign incorporated the WEF (it could be one of the Banks), but if it is incorporated with either the UN or the BIS (or any other Central Bank, which themselves are also sovereign entities) then it is not subject to a FOIA, nor any other law for that matter.
Like the IRS, they are most likely giving a reason to deny a FOIA for show. They are under no obligation to do anything of the sort unless they are incorporated in a country that has those laws, which I doubt (I can't find their articles of incorporation to make sure).
In other words, they could have just said "Fuck Off" and it would have been just as legal. It would have shown the Reality of it though, and the Façade would crumble.
The request was probably not time-bound. If you make an FOI request it needs to be specific and for a given date range. Otherwise, you're likely to get this response.

The UK’s Freedom of Information laws do not require the requester to live in, or be a citizen of, the UK. Anyone living anywhere in the world can make a FOI request to public authorities in the UK. This isn’t the same in some other countries.
The civil service in Downing Street are actively working against Boris at this point - I wonder if they could be “encouraged” to leak the klaus Schwab info? If the think it would knacker Boris they would probably go for it. Got to say though I think Boris is chaos neutral at this point - the media want him out so I’m kinda thinking he needs to stay put where he is cos his being Pm is obviously thwarting or holding back something the DS want. Even if they release documents, they're always redacted. Freedom of information they want you to know, that's all there is.

Read the letter - vexatious is qualified by the words they used. It's too broad.
It requires a burdensome and disproportionate amount of resources. In other words: There are mountains of evidence. Too much to handle.

I think they were doing FOIA on UK Government though, Downing Street is the official residence of UK Prime Minister.

Not sure how enforceable the FOIA is in UK but is it illegal to hold info from a request?
