Australia ZOG did something similar by bringing in riot police from other states because local police were reluctant to smash open the skulls of their friends and family, brothers and sisters.

These presumed foreign mercenaries had full ability to travel while the borders were shut to everyone else.
More likely these are cops from the neighboring province of Quebec who speak French and who have a reputation for for being brutal within their own province.

What you believe is incorrect. Many Canadians can use only one of the official languages.
Ameribro who has been to Quebec. Many Quebec people I interacted with understand English better than they speak it to a native speaker. The ones who speak English decently are still limited by a more basic vocabulary based in getting by in everyday situations and interacting with bureaucracy. It was deceiving because one moment they really can converse and suddenly you smash into a cultural language barrier, especially if you’re American. They do not like using English and don’t work on it much beyond what they need.

In another post people were talking about the wording of the emergency orders. In it it talked about a special case granted by the gov. These guys are the special case. They aren't law enforcement but they are immune to the emergency orders.
In a different post they were talking about asking the guy for his badge number and he wouldn't give it. Can't give a badge number if you aren't part of law enforcement.
