After you get somewhat used to the app, 5min-ish for a completely new project that simple. You can save a mask to quickly update it with something new too. This was under a min:
'Come one come all.... get your Willy Wonka's with hand on head, your Kermit the Frogs, your persperating Superhero with 2 buttons, your guy checking out another girl with girlfriend meme's.. and of course... Punisher logos... so many Punisher logos... so so many... '
What's nice about Photoshop is you can drag the beard in, resize it to fit the image and also right click and you'll have Scale, Rotate, Skew, Perspective, Distort and Warp tools at your disposal.
Been running a Christian meme making session for a year now and imgbox has been my go-to for image hosting after the old MAGA image hosting site gotten taken down...
Here is another suggestion for all you meme warriors: cutting machines (for paper/vinyl/stickers/etc.)!
There is a bit of an investment & learning curve to get your own, but if you have any paper or vinyl crafters in your lives, then you probably already know someone who could help you out as many crafters have cutting machines these days.
I have both a Cricut Maker 3 and a Silhouette Cameo and I love them! And I can make anything I can design - then cut it into stickers or vinyl or paper or... the materials cut list is extensive (depending on what type of machine you have access to).
All those fantastic 'I did that!' Biden stickers at the pumps? Dead easy to create your own and to make variations for new themes, etc.

If doing this on a tablet/mobile (likely not an issue with PC since file resolution can often be changed), make sure you are using the highest resolution possible. Easy to scale down, though pixelation happens & others can't read all the keks you have to offer.

The primary app I use is called Meme Generator by ZomboDroid, paid version because it's definitely worth it. I've been using this app for many years, the devs have always been friendly and solved issues I've had. They are always updating it with popular/recent templates.
One thing to remember first, is to disable "destroy activities when user leaves it" in the developer options. If you've never activated or used developer options, this will already be turned off.
The reason for this is that if you're in progress of making a meme, and you switch apps, them switch back, progress would be lost.
The next thing I highly recommend is any recent Samsung Note series, being 8, 9, 10, or the Note 20. Theses come with pretty high quality touch pens that are incredibly useful for precise texture/sticker manipulation within the Meme Generator app. I got my Note 9 used for $280, 128gb/6gb model. There's also a 512gb/8gb model but it's way more expensive. If you can't afford any of those devices, the next best thing you can do is buy a generic battery powered touch pen. These would work on any device with a touch screen such as Android, Apple, or touch laptops.
The generic touch pens won't be as accurate as the Samsung touch pens but it's still way more accurate than using your fingers which is the most difficult and inefficient option.
When it comes to memes on PC, I'm using Gimp on Windows 7. It's more time consuming and has a harder learning curve but still easy overall to learn the basics such as cutting stuff out, adding transparency, resizing, pasting, etc. I'll do a video on that stuff too, soon I hope.
The biggest reason I still use my Note 9 is for meme smithing. I can't emphasize enough how much easier it has been to create stuff on my Note than on PC more often than not.
I have also used it as a brush tool using Gimp when I cast my screen to the Note (small, though it has been great for a few projects I have done).

I love Samsung hardware, but I hate all the bloatwarw they crammed in. I never knew about Samsung image editors because I disable as much of their stuff as possible on day one.
I also refuse to upgrade because of the headphone port and expandable storage, and most new phones have that ugly camera notch.
For Android mobile memesmiths who just want to use their phone, I recommend using ZomboDroid Meme Generator (tons of templates and ability to upload your own pictures to meme) and Pixlr (for any double exposure - adding Pepe or Trump's head/Biden's head to any memes or pictures). Purposely sit through a movie or show with the sole intention of grabbing screenshots from it that could be used later in memes (so I have like 100 blackadder screenshots, 100 Lebowski screenshots, etc)... this takes a few hours when I do it.

PNG and JPG/JPEG is typical format as they can be opened on all devices.
SVG stands for Scalable Vector Graphic and is what Adobe Illustrator and similar programs output. This is mostly used for commercial related things such as logos, signs, billboards, T-shirt designs, etc. The benefit here is the image will not lose any resolution or details regardless of how big or small you make it AKA no pixelation.
I tend to create memes that are as photorealistic as possible and I usually use professional fonts such as Helvetica, Gotham, etc.
Lately though, I've been using a Comic Book font I really like for some of my memes, which can be downloaded here-
As far as workflow, I've created a Virtual Machine which has no Internet access. I drag in photos I download on my main PC and do all the work inside there. Tools I use are Adobe Photoshop for the most part, but lately I've started using Snagit as well, which is very nice for creating infographs and such.
One thing I also do after ripping a video clip that many probably wouldn't is run it through Handbrake to lower the file size before uploading it to catbox.moe and posting it here.

I'll have to play with Gimp and familiarize, it can do many, many, many wonderful things and all free. The text definitely needs something to make it pop and easier to read.
Please do share a Starter Pak, may inspire for other memes or rework this one. Either way, I'm far and few between inspiration for memes, but when it strikes, I would like to be better versed in putting thought to meme.
What would nifty is to try and get copies of the memes into the hands of the scumbags who are the subjects of the memes, both on a personal or group level. Sending a meme of the trampling by horse to all the perps, hacking it onto their websites, pissing off Justin Castro, getting inside their heads with free rent.

Even more reasons to not upgrade. I looked at the 22 & saw no headphone port & no expansion slot.
If they don't have both I refuse to upgrade.
The bloatware does suck. Bixby buttons are my bane LoL
I recommend getting a hard phone case. That makes it hard to accidentally hit the Bitchby button.
It has decreased the accidental bumps for sure.
