That's the first thing I noticed as well. Second thing I see is not one person is wearing a mask.
Uhhh... I see lots of people wearing masks in this picture, or at least if sure seems like it.
If this is the Ukraine, I'm betting it's from 2014. A lot of people have forgotten or were completely unaware of the Maidan Protests back then, where the Ukrainian Govt killed their own people. No one gave a shit because we didn't need to be distracted from the crumbling COVID narrative.

Even if this was taken today, what does that prove. Just people at a train station.
Based on the image quality, I'm leaning towards film vs digital. Looks like 400 ISO film and tight aperture/longer exposure needed for larger focal plane. With the lack of cell phones, and based on their attire, I'm thinking somewhere in the late '80s or early '90s. Just my 2 coppers.

Unusually large amount of hoods, don't you think? Everyone looking away. Dude with white hoody and shoulder strap looks to have a couple of copies as well as the lady with head scarf in front, one of the few faces we see.
Good find, I didn't noticed the doubles until I saw this below:

Also the ppl in the crowd get noticable shorter, smaller & blurred beyond normal distance perception. The ppl also appear to be out of proportion to the size of the train
