Dihydrogen monoxide can be deadly even in quite small doses. It was used in the Nazi death camps, for instance. In its gaseous form it can cause severe burns.
They said that about fruit. If you discover some dihydrogen monoxide (DHMO) on your fruit they suggested washing it off with water but, sadly, that usually leaves traces of DHMO on the fruit.
There have been petitions. At the Cancun climate conference in 2010, CFACT got signatures on a petition to ban DHMO. It is a worse greenhouse gas than CO2 and a major component of acid rain so they were all for banning it.

There are units in the RF military that deal with proactive chemical strategies rather than reactive.....
