With contractor claims, environmental analysis/issues, labor issues, change orders, etc., etc., they'll stretch it out to a few years :) (and cost 3 times more than original bid)

I don't see how this implies it's new, it's just saying it's underway and most likely near completion by now.
Because unless otherwise mentioned, tweets posted are all current. This one even has the date cut off.
