It means to incite. To instigate. To rouse. An inciteful statement would be telling people to do something.
An insightful statement would be a statement like this.

The reason it’s not a word is because the suffix doesn’t mean what you’re trying to make it mean
-ful does not mean “causing” so to say “inciteful” and try to mean “causing incitement” makes no sense
Merriam-Webster adds and changes definitions all the time.
It was in a (hard copy) version of an Oxford English Dictionary, for example.
Also, it was directly used as far back as 1971 -- so it's not a new word or use case.

I’m wondering about the difference in the outrage of school kids “dying” bs abortion.
One would logically consider that difference. Alas, logic and critical thinking seem to be rare these days.
If 18 year olds, as a whole, are not responsible enough to purchase a rifle, perhaps we should consider changing the age of majority, voting age, driving age, and military eligibility as well?
