More specifically, each phone can be identified with a unique number, as it pings the nearest cell tower.
When that phone "just so happens" to have approached a drop box, moved back in the direction it came from, and then does that repeatedly over a short period of time, never having done that before or since, then yes, you can say a person with that phone was doing something at the drop box, and doing it several times.
All the other numbers (not mules) would just walk on by, or make one drop and leave, never returning.
Well, we use geo tracking for military hits, and the Supreme Court said that it was like wearing an ankle monitor, so I’d say that it’s pretty accurate and that you could filter for the signal you needed.
On an Apple iPhone: Settings > General > About
you will see the Model Name, Model Number, Serial Number, (scroll down), WiFi Phy Address, Bluetooth Phy Address, Modem Firmware, SEID, EID of the phone, then below you will see your SIM card's IMEI, ICCID and MEID number.
So, yes - you are identified VERY SPECIFICALLY, and these identifiers are used on a CONTINUOUS basis not only to track to maintain connectivity between cell towers, but to set SIGNAL to NOISE (SNR) ratio.
This is a ratio such that your signal to the tower, is just strong enough to be recognized over the background noise. Just like talking, you don't sit at a car and scream at each other; you talk just loud enough to be heard. For people, it's common courtesy, for cell phones, it's power conservation.

If you have timestamps you can tell that mules actually stopped by the drop boxes for a few minutes as opposed to driving by.
I am not American so I don't know, but aren't dropboxes usually sited off the main drag, down a side road, say? Also, can't mobile phone data tell you if people stop moving?
In which case, mules would create position records that often moved away from the main route down a side road and then paused when they got there. That signal would be quite different from someone just driving past.
You could take the cell phone data of all citizens of a city and determine their second to second proximities to dropboxes over the course of a month or so. From that you take a statistic. I think an average and standard deviation will do nicely.
I am sure you will find two clusters; "normal" people and people who are very close to multiple dropboxes.
You would have to somehow weed out people who simply live or work close to these boxes. The most important measure would be if a person has been close to many dropboxes, which would indicate purpose.
Anyhow, without the data, I can not do some tests. I would love to, though. This stuff is exactly what I live for. Processing data.
Funny when I was LE we did phone forensics using pen registers Nd mP plotting. We even found the location of a murderer this way once. Legally it was tough for local law enforcement to get the data timely from the phone companies. But the feds ahve their back door.
That's a double jeopardy trap.

We learned early on in this that public perception is often created for a purpose. And it is often not what we originally suspect that purpose to be.
Imo, those demanding straight A to B to C chain of events are a problem because that has not been the case since this started. So why are they still here?
Every ping is time stamped so it is extremely easy to segregate a phone that just passes by from a phone that stay’s stationary at a Dropbox… even if it is on a few minutes. So the argument the data is ambiguous or unreliable is complete bullshit.
Re Barr, yes what he is declaring is bullshit… no doubt. But why? Consider he might be a plant to fuel a trump indictment and trial for the sole purpose of enabling trump to get ALL the evidence into the public record. I say this because Barr is too smart to think the bad guys are going to win and intentionally put himself on the wrong side of the fence.

Barr is one of the co-conspirators. There is no chance at all that he could be that stupid, so he is a conspirator.
Barr better hope it is not true, because DOJ prosecutors use geotracking to prosecute cases.
I use geotracking and yes you can do this. The fact that the people went in loops makes it even easier.
