If it required him to think, "Oh, that's what it could mean," then that's too complex and he wouldn't have had the same reaction.
Furthermore: GWB JR looks down, ashamed. His expression reads “yes mom, I saw this coming. Its not a joke.” Barbara and Jeb look to JR hoping for an explanation only to be disappointed at JRs reaction and get visibly pissed off at the general situation.
If it were words, it'd have to be one or two big words that would have instant recognition as having some kind of meaning to them. His eyes didn't strain as though he were reading something IMO.

I agree this theory is, "fake and gay", but you are talking about a class of people who have been raised in Comms Awareness since childhood. If there is one thing they are competent at, it's deciphering a great deal of meaning in a very simple image/phrase.
And Comms are by nature contextual, where to the average onlooker it would be meaningless.

and the meaning of the Castle is correct, then this message, given at a funeral for one of the demons themselves, would have instant meaning to those demons seeing it.
