Christians are obey government except where government conflicts with God's law, then Christians are to obey God. When the New Testament was written, the Christians were under the Roman Government and both Paul and Peter wrote that Christians were to obey the Government, except when that law was against God's law.
For example, when the government tells Christians NOT to meet together to worship and fellowship, that law violates Heb 10:24-25 says,
" 24 And let us consider one another to provoke unto love and to good works:
25 Not forsaking the assembling of ourselves together, as the manner of some is; but exhorting one another: and so much the more, as ye see the day approaching."
In Acts 5:29-32 Peter says this, "29 But Peter and the other apostles answered and said: “We ought to obey God rather than men. 30 The God of our fathers raised up Jesus whom you murdered by hanging on a tree. 31 Him God has exalted to His right hand to be Prince and Savior, to give repentance to Israel and forgiveness of sins. 32 And we are His witnesses to these things, and so also is the Holy Spirit whom God has given to those who obey Him.”

Slight correction, Julius Caesar died 44 years before Jesus was born. Caesar Augustus took over and then Tiberius was emperor during most of Christ's life and death.
And after Julius Caesar, Roman emperors used "Caesar" as a title. People are mixing up the title of the office with Julius Caesar.

Irenaeus cites Romans 13 and Matthew 17 in chapter 24 of Against Heresies which was circa 180, an ante-nicene work.
In Rom 13, a submit to authority chapter, the authority Paul spoke of was one that did Gods will. They are described a terror to those who do evil, and protect those who do good. In fact Paul says the way to not fear them is to do good, not evil. He also speaks of our conscience as our guide--so morality and what we know to be right/wrong matters here.

Paul also says that if you dont want to fear those who are given the position of protecting the good & giving consequences to evildoers--all you have to do is whats good and you wont fear them. But he gives a warning to those who do evil that they better fear bc that authority 'does not bear the sword in vain'.
So when wicked criminal thugs say resist arrest, according to GOD, a true authority from Him is to not bear that sword in vain, ie use whatever means to arrest and subdue these wicked criminals who guess what are a threat and danger to the public when they resist arrest.
But what we actually see is what--dem politicians, 'leaders' 'authority' doing what--bailing out criminals and standing against and publicly criticizing leo.
So submit to authority that is according to Gods laws of whats moral right and good. Protecting evildoers and going against good do NOT qualify as Gods authority. They are posers liars and deceivers.
Respect the seat of authority even if you have nothing good to say about the butt that's in it.
