Perhaps the drops are filled with events, resources, ideas, things that have already happened and things they want to happen. When the time is right, Q picks from his library of resources to create a proof that best describes current events. Just like a dictionary, not all the resources (words) are ever used. Just like a dictionary you often reach for the same resources (words) over and over again to describe different things.
