Found it - it was Huber and Horowitz. 1553 talks about Horowitz having 470 investigators at his disposal and Huber working with him, and 4773 lets us know Durham took over Huber's investigation. That should mean Durham has the same access...

Couldn't remember the exact team, but the 470 investigators are from the OIG, and Huber was corroborating with the IG Horowitz. It's also been over 4 years since that 1st post. I can't remember if I had lunch today.
Pretty much everything else has run the clock out on statutes of limitations. RICO, which is up Durham's ally, would be the logical choice. Lots of latitude to cast a wide net.
