It used to be lower than that. Parents were required to sign their assent to a daughter marrying before 18. My great-grandmother was 14 when she got married (in 1903 in NC) and had her first child at 15. But my great-grandfather was older, and she outlived him by decades. She was a great cook, and her house was the gathering place.

I actually have, but she was younger than 12. I stopped it within seconds since I'm not a pedophile. She suddenly started kissing me on the mouth and grabbing at my body. She was ten years old. It was her birthday, meaning the day before she was nine years old. We were in a swimming pool celebrating her birthday, and suddenly everyone else left, and it was just the two of us. She saw her opportunity and grabbed it, I guess. I peeled her off of me and reported her to her mom, who wasn't very happy about it.
I guess I missed out on a pedo's dream come true.
That's weird. I'd suspect something ugly in that kid's early years.
Their family was rather colorful, so who knows. I never saw anything like what you're talking about, but plenty of drugs, alcohol, divorce drama and fighting and all kinds of crazy shit.

A few years ago, Bernie Sanders pushed legislation that would have lowered the age of consent to 13.
That allowed me to warn others not to vote for a pedo enabler which was of course 'crazy'.

On a serious note though, I once had a ten year old girl (sister of a girlfriend) suddenly latch on to me and try to make out with and grope me. I dealt with it by telling her to get off of me, that she's too young for that, and then I told the girlfriend and their mother to watch her a little more carefully since she's TEN.
