Because the ballot isn't tied to the voter. It's just recorded as "we mailed out a ballot".
If the person is no longer living at the address, then perfect. They can slip +1 forged ballot in for the candidate of their choice, and no one will show up to dispute it. If there is a dispute, then "Welp, no way to track where it came from and who sent it in illegally, so oh well."

And it's why getting as many people to show up as possibe is important. The more legit voters, the less room there is in the count for these forged ballots to be slipped in unnoticed.
My parents are the second owners of their house. They bought the house 36 years ago and the original owners died ~16 years ago. They were mailed a voter registration form, addressed to the original owners.
You need to report this to the Attorney General's office- Ken Paxton.

The AG is the big one here, as state laws have real teeth- only around 10% of prisoners are in federal prisons and the FBI is one of the primary investigative units for election fraud- and they are clearly compromised.
I did contact the sheriff and they didn’t seem concerned because they said if someone tried to send the application in, it would be thrown out since they cross reference all the info. He did acknowledge they likely get away with this in larger counties but since ours is so small, that type of info gets checked more thoroughly. She said she marked those and a half dozen of others ( church members who passed on) as needing to be removed. She's going to check when she dose the polls again this year.
