Very simply, the point is that until now, Podesta has not been a senior govt official. Q posted this in 2017 - how would he have known Podesta would once again hold a senior govt position? That is the "decode" they are referring to.
Podesta has not been in any capacity as an “Official” until now. This would make a literal interpretation of this statement, now, possible. Think of it like a lawyer. The statement says ”more senior officials”. 1. Others more SENIOR are ALSO OFFICIALS 2. Podesta then legally would have to be an OFFIClAL, which he now is.
Interesting, the grammar is ambiguous tho, it could mean more-senior officials as in officials who are more senior than Podesta, or it could mean more senior-officials, as in, additional senior officials, which implies Podesta is a senior official.
