Fluoride should not be in anybody’s water. Dental hygiene is the responsibility of every individual. When the water company starts injecting chemicals in the water to treat people for health conditions, the people have lost their autonomy.
There is also no proof that fluoride in the water helps fight tooth decay. But there’s plenty of evidence to show that fluoride causes health problems.
Plenty of proof fluoride prevents tooth decay especially in young children as the fluoride gets into the tooth enamel during tooth development which lasts a lifetime once tooth development is complete. But I am with you that it should be personal choice for the parents to give it to their children or not (chewable tablets) and not put into the community drinking water.

Used to have to take the daughter to the dentist every year or two to have fluoride deposits removed from her teeth. Dentist said it was very common and many parents would think the kids weren't brushing very well since it looks like plaque on the teeth.

Check your tube of toothpaste and you will see the warning that if it is swallowed to contact poison control. Fluoride is a known poison.
