At first, "deep state" was thought to be government employees rooted in offices that were not subject to election, and who would do more or less what they wanted to.
But now, we know they have an anti-America agenda, and are in fact traitors. The term also encompasses their puppet masters who tell them what to do, because the government employees are mostly a bunch of dumb fucks, themselves.
