Put this together with the statement from Gregg Phillips the entire voter registration file of Pennsylvania is on a server in China. Also, consider President Trump’s zinger that people in Pennsylvania got stickers that said “I already voted.”
It doesn’t take a rocket scientist to figure out that file has been analyzed to predict who will and won’t vote. They’re not waiting until Election Day or after to fill everything out.
It's not even "who hasn't voted". There's places with over 100% voter turn-out. So they'll have to do things like reach into the graveyards for dead grannies signature.
In AZ they have ballot printing machines right at the election centers. That way you can go to any of the centers, and they will print one for you based on your address.
Nothing can go wrong in this scenario, and they should never run out of ballots. Kek

i'd add this, hold onto the mail-in ballots, substitute however many fake ballots you need then dispose of the real ones in the woods somewhere. ( all those mail-in ballots that didnt have any folds in them o.0 )

Instead of hitting a wall and running out of votes in dem precincts they have an almost limitless supply of phony votes they can manufacture for their candidate. And of course that explains the delay in "counting" mail ballots. They need to match a phony ballot to an actual voter. And who's to say that voter didn't vote dem?
I own property in multiple states but am only permitted to vote in one, despite paying taxes on all my property. If only there was some way I could mail ballots in from each locality, and for each one of my 967 gender identities...
