My guess is that he and others like him don't have anything they say they do. However, he (and others) are being told by white hats what to say - because when he says he has something, the DS has to spend resources and valuable time doubling-back to cover their tracks (which can expose other vulnerabilities in the process as the white hats monitor all the moving pieces.)
