We get 300 inches per winter here in the upper great lakes, i have never heard of a driving ban.
Sounds like they are ill prepared
since I know nothing of why , i will speculate that they are taking doctors to the hospital and back and towing people off the street and telling them to go home.

Well, just yesterday I saw a bunch of people crying about people dying out in the snow. And I said… Well, maybe people shouldn’t be driving out in the snow….
