Somehow, I'd doubt that China would use a very large balloon which can be easily seen and tracked... to deliver doomsday.
They would simply use a shipping container brought in by any one of the hundreds of large transport ships that dock in the U.S. daily. Or... they would use a standard 747 passenger jet.
China doesnt want to destroy their #1 customer. Plenty of ways to go about an attack including building a nuke inside the country.

"Clown love balloons" is the most reasonable explaination I've heard on this subject.
Unless they wanted to deliver an EMP. You have to have very high altitude for it to be effective.

Are those solar panels to provide power for propulsion? How is this thing going specifically over nuclear sites? Doesn't sound like it is just floating aimlessly like a hot air balloon.
