Too many questions to categorically dismiss this. You are assuming that all the energy comes from the DEW or Rod and ignoring the stored energy inherent in an active fault line.

Not like the phases of the moon predictable, but odds are with you that certain areas will have earthquakes, since historically they have, like Turkey, Syria, Greece, Iran, Indonesia, Japan, California... all those places on tectonic plate boundaries, earthquakes are definitely going to happen.
