There is no way to verify the reality of a digital photo. For a while Canon marketed a camera containing a tamper-proof gadget which would digitally sign its photos. I don't think it sold very well or at least you don't see them in use. Fotoforensics gives you a few clues such as showing contrast lines which should not be there. Even so it's 50-50.
I would say it doesn't really matter in this particular photo for a meme. Fakery only becomes important when it's a news-style photo or the president's birth certificate and all that stuff..

b) if the each one of the many abdicates free will of choice by consenting to elect, then only the few suggesting elections represent the "chosen ones" aka the ELITE (French élite) - " selection, choice".
