What I have seen with bullies are, when they are in a pack completely outnumbering and outgunning the hapless victims they are very macho and extreme. Every other time, they are meek as a mouse.

How long were the whitehats intercepting their communications? I'd say long enough to catalog all the players and their positions in the order the machine. They would have known who on the inside of government were feeding information to the cabal's terrorist army. Those people had to have been taken out before this massive round up happened.
We really are watching a movie, and the whitehats stole the script from the cabal before they ever shut down their satellite comms. They have a list of players, and we are just watching the round up.
Why even bother putting them in a prison? They don't intend to rehabilitate, and they'll just remain an extra cost on the people. Do it like they used to, bring the judge in and run through the trials and then start hanging.
