It started when they started giving all the kids awards for participation. Tells the hard working kids there is no point, tells the lazy kids they get what they want no matter what. This was the first steps in removing these kids' senses of self, self identity and individualism.
Stripping individual self worth takes time. It demoralizes these kids, but they don't know that's what's going on with them. They get to be young adolescents and feel like they don't know who they are, feel they have no direction, an no connection to their life and those around them.

Second, there need to be retro-active harsh punishment for anyone ("doctors", nurses, admins, etc) who participated in any of this. If we excuse this kind of evil, just stopping it (and saying "don't do that again") going forward won't send the necessary emotional message about what we refuse to tolerate as a civilized society. Third, we need a "warp-speed" effort to figure out what is causing these gender issues (e.g. endocrine disruptors) and eliminate it.
